C# httpwebrequest slow on windows7

I am consuming a webservice in C#  and using the HTTPWebRequest/Response class.
It works absolutely fine in windowsXP machine, whereas every response takes 7 to 30 seconds on a windows7 PC. 


HttpWebRequest.DefaultWebProxy = null; //

HttpWebRequest wrequest = (HttpWebRequest)WebRequest.Create("http://bukd3454tel0006:8180/ConcertoAgentPortal/services/ConcertoAgentPortal");
HttpWebResponse wresp = (HttpWebResponse)wrequest.GetResponse();
           
The above GetReponse() statement takes more than 7 to 30 seconds for every request on windows7 PC.

have tried all kinds of proxy settings in app.config and also in the code, to no avail.

any help is much appreciated.
