Cannot access yahoo mail from Internet explorer on my computer anymore.

For years i have been able to sign in on internet explorer using Yahoo as my opening page.
However, today when i went into Yahoo and signed in the usual way , when i went to access my mail it was blank (all files were gone)  however, when i used another
computer all my files on yahoo are in tact. 
 
Prior to today I have been having trouble with freezing up in yahoo (do not see this problem on my other computer).
Recently I installed Explorer 9 and downloaded several Microsoft updates.
 My main computer which I am having problems with has Vista, the
other computer has Windows 7.  Also have problems trying to go in a "recover" mode .
During the "recover" process an error message comes up saying that the recovery process cannot be completed.

Machine Throttling

• Click the Start button.
• In the Search box, type "regedit" (without quotes) and press Enter.
• Look for the following registry key: "HKEY_LOCAL_MACHINE\SOFTWARE\ Microsoft\ SQMClient\Windows\DisabledSessions".
• On the right window pane, delete the subkey: "Machine Throttling".
• Reboot your computer.
