Despite all the verbiage, the question was never answered.

I have 3 computers running Windows 7 Professional and 1 running Windows 8.  One of my Win 7 computers refuses to change its group membership from "Workgroup" to "Homegroup" (Control Panel\All Control Panel Items\System (Computer name, domain and workgroup settings).)

I go to "Change Settings",  replace "Workgroup" to "Homegroup."  I then select the "Network ID" button and change that from "business network" to home computer".  Then I reboot.  One or the other of the two settings will always revert.  I've tried rebooting
after changing to "Homegroup", THEN changing the Network ID setting to home group, but THIS action causes the group name to be changed back to "Workgroup."

WHAT is going on here?  Is there a way to make these changes stick?
