This may have something to do with your missing Control Panel applets.
It sound as if it is a small program or utility that is auto-starting with Windows.
Click Start and type in msconfig then press
On this System Configuration dialog applet, move to the Startup tab.
Go through the list and attempt to locate the Form-1 program.
It
can be identified by Startup Item, Manufacturer or possibly the program directory from the Command area.
When you've located it, simply uncheck the option box at the left.
While you are here, take a close look at anything else you think you can do without.
This area is usually grossly over-populated with unused software programs and utilities.
The software will not start the next time you start Windows.
If you find you've turned something off inadvertently, you can turn anything you want back on again by retracing your steps to the System Configuration dialog and rechecking the
option.
In the thread about your missing Control Panel applets, I suggested you start with a Clean Boot.
I will reiterate that suggestion here.
Perform a clean startup to determine whether background programs are interfering with your game or program

- Click Start.
- Type cmd, and then press CTRL+SHIFT+ENTER to open the elevated command prompt (I.e. Command prompt with administrative rights).
- The User Account Control window should appear, be sure that the action it exhibits is correct, and then press the Continue button.
- Type or copy paste the below command line into it without quotes:
