Solutions to the Problem Access denied to system because of URL Filter Configuration
I had nortons as a trial version when I purchased the computer which i deleted.
Norton (and McAfee) applications are notorious for not uninstalling (or upgrading) cleanly.
NB: You will want to be connected to the internet directly (not wirelessly) via the router or modem while performing the Steps below.
Download the Norton Removal Tool, saving it to your desktop:
Close all open applications (i.e., anything with an icon on the taskbar).
Right-click on the file you saved in #1 above and select Run as Administrator to run the utility.
Don't TOUCH your keyboard until the run completes, then reboot.
Reset IE8 Advanced settings now; see
Also reset Windows Update:

[Ignore the APPLIES TO section if Win7; Access KB971058 via IE8 32-bit only; Run the Fix It inDefault
and Aggressive modes]
Reboot once more & test.
